Move the planner's page-scoped tools from the left nav into the page header

Browse Source 
The Tools group (Plans, Ask the LLM, Prefill, Curves, Import/export,
Field IDs, Settings) acted on the open plan, not on navigation — it now
renders as compact action buttons in the planner header's existing
actions row (wrapping on narrow screens), and the left rail is pure
navigation, identical on every page.
